USIC, in conjunction with the National Nuclear Security Administration (NNSA) of the U.S. Department of Energy (DOE), and the DOE national laboratories is seeking proposals from U.S. industrial companies for technology risk-share projects to commercialize technologies developed in the scientific laboratories of the former Soviet Union.
The project proposals submitted under this program announcement must involve a team led by a USIC member U.S. company, which commits to share development costs and produce the technologies that are developed; a former Soviet scientific institute, which will play a substantial role in developing a scientific discovery into a commercially viable product; and a DOE national laboratory, which will participate in technology development and validation of the technology development by the foreign institute and assist in commercial development. The U.S. government participation is funded through cooperative research and
development agreement (CRADA) procedures administered by the participating DOE national laboratories. Detailed requirements and project criteria are addressed later in this announcement.
The intent of USIC is to assist members to find as many worthwhile opportunities as possible for business development involving the United States and the former Soviet Union. Non-selection for this program will not be construed as rejection of the proposal.
